This is an action brought by the owners of an 80 acre tract of land located in Sedgwick County, Kansas. Part of the land lies within the city limits of Wichita, Kansas. Most of plaintiffs' land lies within areas designated by the City and the County as an Airport Overlay Districts ("AODs").
