The defendant appeared before the Court for sentencing on April 7, 1993, following his conviction of possession with intent to distribute cocaine base and heroin. Inasmuch as under the guidelines issued by the U.S. Sentencing Commission the minimum term of incarceration to which the Court could sentence the defendant is thirty years,1
