The Riggs National Bank of Washington, D.C. ("Riggs") filed Civil Action No. 92-1363-A against Samuel A. Linch and Marcia Penny Linch ("Linches") on September 28, 1992, to collect funds on a defaulted promissory note. The Linches personally guaranteed the promissory note, along with Albert C.
