These consolidated appeals arise from the dismissal of two Baltimore City police officers, Mark Biscoe and Sharon Sheckells, for "unsatisfactory performance." Three appeals are now before us — one from a summary judgment entered by the Circuit Court for Baltimore City denying appellants' prehearing request to enjoin the Police Department from proceeding with the dismissal actions, and one each from the affirmance by that court of the Police...
