On December 22, 1992, the Commissioner of Insurance (commissioner) entered a decision fixing the private passenger motor vehicle insurance rates for 1993 in accordance with G.L.c. 175, § 113B (1990 ed.). The Automobile Insurers Bureau of Massachusetts1 (AIB) and ten of its member companies filed a complaint in this court on January 8, 1993, seeking judicial review of the commissioner's decision.
