The substantive issue in this case is whether there is a right of redemption under Article I, Section 13 of the Constitution of Pennsylvania1 requiring that owners of real property forfeited under the Pennsylvania Controlled Substances Forfeiture, Act be allowed to redeem their property in order to ensure that the forfeiture is proportionate to the drug offense which has been committed...
