Plaintiff Citibank, Federal Savings Bank, located in California ("Citibank-Cal"), brought this action against defendant Federal Deposit Insurance Corporation ("FDIC") alleging that the FDIC wrongfully withheld a portion of Citibank-Cal's share of the "secondary reserve" maintained by the FDIC.
