Plaintiff, Raymond Lynch, sued defendant, Illinois State Toll Highway Authority (Authority), for personal injury damages. The Authority moved to transfer this matter to DuPage County pursuant to sections 2-103, 2-104, 2-106 and 2-107 of the Civil Practice Law (Ill.Rev.Stat.1991, ch. 110, pars. 2-103, 2-104, 2-106, 2-107 (now 735 ILCS 5/2-103, 2-104, 2-106, 2-107 (West 1992)) (sections 2-103, 2-104, 2-106, 2-107)...
