The City of Bethlehem (City) and Harold S. Campbell (Campbell) (referred to jointly as petitioners) appeal from a final decision of the Pennsylvania Public Utility Commission (PUC) denying their application for approval of the reconstruction and alteration of railroad crossings within the City boundaries. We affirm.
