Duane Theodore Richardson was charged with the 21 October 1988 robbery and murder of Jeffrey Alan White, a desk clerk at a Holiday Inn in Baltimore County. On 13 December 1988, the State informed Richardson, pursuant to Maryland Code (1957, 1992 Repl.Vol.) Art. 27, § 412, that it would seek the death penalty.1 Richardson filed motions to strike the notice of intention to seek the death penalty at the presentencing...
