This appeal arises out of a criminal citation issued to appellee George Bart Hone ("defendant") for violation of Ariz. Rev. Stat. Ann. ("A.R.S.") section 24-267 by Arizona Livestock Officer Wayne Welsh ("Officer Welsh"). A.R.S. section 24-261(C)1 empowers Arizona Livestock Officers such as Officer Welsh to stop persons transporting livestock or hides of livestock to check for documents evidencing...
