In March 1992, the state Department of Human Resources ("DHR") filed an action against James Fleeman pursuant to OCGA §§ 19-11-5 and 19-11-6, seeking to recover child support benefits paid on behalf of a child DHR alleged was fathered by Fleeman and to establish Fleeman's obligation for future child support payments.
