In this consolidated appeal, the petitioners, Nashua Brookside Hospital and Cheshire Medical Center, appeal the decision of the health services planning and review board (board) granting certificates of need (CONs) to the respondents, Beech Hill Hospital, Mediplex of New Hampshire, Inc.
