MEMORANDUM OPINION

MYRON H. THOMPSON, Chief Judge.

Plaintiff Myles S., a multi-handicapped and speech-impaired child, contends that the Montgomery County School System has failed to provide him with the "free appropriate public education" to which he is entitled under the Individuals with Disabilities Education Act (formerly the Education of the Handicapped Act and now commonly referred to as the IDEA), 20 U.S.C.A. §§ 1400, et seq.
