Vail (Vail) claimed that he had earned full-time membership credit in defendant-appellant State of Hawaii's Employees' Retirement System (ERS) as a result of his service as a per diem district court judge. The ERS disagreed, and filed a declaratory order denying Vail's petition for full-time membership credit.
