FACTS

Philip Hazelwood ("Hazelwood") is a part-time traffic hearing officer and retired California Highway Patrol officer from Alameda County, California. He was a regular patron of Harrah's Club of Reno where he played keno with his friend Frank Ivaldi ("Ivaldi"). The two were acquainted with several Harrah's employees.
