Plaintiffs, Jeffrey Dwayne Mounts, Harold Scott Mounts, and William Steve Mounts, are the children of the decedent, David Nathaniel Mounts, who was employed as a supervisory engineering technician at the Bluegrass Army Depot in Lexington, Fayette County, Kentucky, at the time of his death on or about September 22, 1990.
