Environmental groups challenged a timber sale in northeastern Washington, alleging, in effect, that the Forest Service can't see the forest for the trees. They contend that the agency did not consider the cumulative environmental effects of the sale on the Calispell River watershed as required by federal law. Having won once and lost once in the agency appeal process, they filed an action in district court to compel another agency...
