Appellants, public school teachers, seek reversal of a determination by the Maryland State Board of Education (the State Board), which was affirmed by the Circuit Court for Howard County, that appellants' challenges to unfavorable classroom observation reports were not appealable. In so doing, they present us with a single issue: "[D]id the trial court err in holding that the State Board inferentially ruled that classroom observation report disputes...
