Plaintiff, a former office supply contractor to the Defendant City of Detroit, has sued to invalidate Ordinance 559-H2, a set-aside ordinance which the Detroit City Council enacted in July of 1983 and amended in February, 1984, because enforcement of that ordinance deprives Plaintiff of its rights under the Equal Protection Clause of the Fourteenth Amendment...
