This diversity case is before me on defendant's motion to dismiss for failure to comply with the Colorado Governmental Immunity Act ("CGIA"), Colo.Rev.Stat. § 24-10-101 (1988 and Supp.1992), and plaintiff's motion to reopen discovery.
