Presently before the Court is a Motion for Stay of Execution filed by Kenneth DeShields ("DeShields") in this second habeas corpus case filed pursuant to 28 U.S.C. § 2254 where he also requested, inter alia, that he be permitted to proceed without payment of costs or fees.
