On March 26, 1990, the Superintendent of Chicago Police filed charges with respondent, Police Board of Chicago (the Board), alleging that petitioner, Cara Tate, violated several Chicago Police Department rules.1 The charges stemmed from events occurring on the night of September 18, 1988, both in and outside of the 29th Street police station in Chicago.
