This case is before the court on reconsideration of its March 15, 1993, order denying without prejudice defendant United States' motion to dismiss the complaint. For reasons discussed below, that part of the order of March 15 that denied the government's motion to dismiss as to the subject matter jurisdiction issue is vacated, and defendant's motion to dismiss is reinstated as to that issue and...
