The plaintiff, Jose Olivo ("Olivo") filed a complaint under 42 U.S.C. § 1983, alleging that the defendants, Sheriff David K. Mapp ("Sheriff Mapp") and the City of Norfolk ("the City") violated his constitutional rights under color of state law.
