This action was filed on September 2, 1992, pursuant to the Federal Tort Claims Act ("FTCA"), 28 U.S.C. § 2671 et seq. Plaintiffs allege that the U.S. Marshals illegally arrested plaintiff Manuela Rodríguez ("Rodríguez"), failed to bring her before the Magistrate without undue delay, knowing or having serious doubts that she was in reality the fugitive for whom the warrant was issued...
