On February 26, 1993, plaintiff Oakland County filed a petition for proceedings supplementary to judgment. On April 27, 1993, the United States filed the instant motion to dismiss said petition under Fed.R.Civ.Proc. 12(b)(6). Plaintiff responded May 28, 1993. The United States filed a reply June 4, 1993.
