This diversity action arises out of a dispute between the Borough of Schuylkill Haven ("Schuylkill Haven Borough") and Warner Cable Communications Inc. ("Warner Cable") over who will supply cable television services to the residents of Schuylkill Haven Borough.1 Warner Cable contends that Schuylkill Haven Borough is preparing to build and operate its own cable television company...
