Lloyd (Delphs), all owners of real estate within a one-half (1/2) mile of territory (Territory) annexed by the Town of Fishers (Fishers) appeal the grant of summary judgment in favor of Fishers in Delphs' cause of action relating to Fishers' annexation of the Territory.
