Appellant, Thomas J. Bischof, takes this appeal from an order denying his motion to modify his parole violation recommitment order. The relevant facts are as follows. On December 16, 1988, Appellant pled guilty pursuant to a negotiated plea agreement before the Honorable Michael A. Georgelis of the Court of Common Pleas of Lancaster County.
