The City of Harrisburg appeals an order of the Pennsylvania Labor Relations Board (board) adopting a hearing examiner's proposed opinion and order (1) determining that the city committed an unfair labor practice by adopting a policy allowing park rangers to issue citations for violations of park regulations, and (2) directing the city to rescind that policy.
