On June 1, 1990, an employee of Chemlawn Services Corporation (Chemlawn) went to the home of a customer, Dr. and Mrs. Marvin Bennett, and treated their lawn with pesticides. Subsequently, Irena Kierski, whose property is adjacent to the Bennetts, filed a complaint with the Department of Agriculture alleging that the Chemlawn employee had sprayed some of her property in the process of spraying...
