This matter involves petitioners' claim that they have made an overpayment of their 1987 taxes in the amount of $4,778. Petitioners paid all of their tax through withholding and did not file returns for tax years 1983 through 1988. Petitioners were subjected to a lengthy audit of tax years 1983 through 1986.
