PER CURIAM:

This appeal arises from the entry of a district court order and judgment. The order dismissed with prejudice the civil action of appellants Nevada Power Company ("NPC") and California Department of Water Resources ("CDWR"), and awarded respondents their attorneys' fees and costs. In the subsequent judgment, the court ordered NPC and CDWR to pay the respondents more than 5.2 million dollars in attorneys' fees and costs. On appeal...
