This appeal raises the issue whether the notice of appeal filed by the administrator on April 22, 1988 was sufficient to invoke the commission's jurisdiction so as to allow the commission to address the merits of the administrator's appeal.
The administrator's April 22, 1988 notice of appeal was, for the most part, a duplication of the commission's March 18, 1988 order. The notice of appeal provided, in part, that:
