MANNHEIMER, Judge.

Frank Steffensen appeals from the superior court's dismissal of his petition for post-conviction relief. We affirm.

On May 5, 1988, Steffensen was in the Cottage Bar in Fairbanks. Fairbanks Police Officer L.C. Brown was dispatched to the Cottage Bar to investigate a tip that another man, J.S., who was wanted on an outstanding warrant, was present in the bar.
