This case comes to the Court on appeal prosecuted by the city from an adverse jury verdict in favor of the plaintiffs, Talmadge, Darlene and Tammy Miller (Millers or plaintiffs), the survivors of the deceased, Anna Laura Miller (Anna) who died as a result of a boating accident.
