To balance Arkansas' Medicaid budget in fiscal year 1993, the Arkansas Department of Human Services reduced reimbursement rates to various Medicaid providers by 20%, effective July 1, 1992. The plaintiffs, who include both Medicaid providers and recipients, filed suit under 42 U.S.C. § 1983 claiming this reduction violates federal Medicaid laws under Title XIX of the Social Security Act...
