David and Bernice Deville are farmers who own and operate a livestock and pecan farm in LaSalle Parish, Louisiana. This action began when the Devilles sought the benefit of the debt restructuring and loan servicing procedures provided by the Farmers Home Administration (FmHA) pursuant to 7 U.S.C. § 2001, 7 C.F.R. § 1951.909 and Subpart S of Part 1951 (1951-S procedures).
