Plaintiffs, former employees of Micro Energy International, Inc., Roswell, New Mexico, challenge the determination of the Secretary of Labor (Labor) that they are ineligible for trade adjustment assistance under 19 U.S.C. § 2272 (1988), as amended by section 1421(a) of the Omnibus Trade and Competitiveness Act of 1988, Pub.L.
