OPINION AND ORDER

GENE CARTER, Chief Judge.1

I. General

This is an action for money damages filed under the Federal Tort Claims Act, 28 U.S.C. § 2671 et seq. A trial was held at Hato Rey on February 6, 1992. The Court now renders its findings of fact and conclusions of law and enters judgment in the case.
