This action comes before the Court on the Defendants' motion for Summary Judgment. See Fed.R.Civ.P. 56(c). Plaintiff Frances Welsing was formerly a psychiatrist employed by the District of Columbia's Commission on Mental Health Services ("CMHS") at the Paul Robeson School.
