Billy Wayne Bass was a volunteer fireman in the Harmony Volunteer Fire Department. On February 17,1989, Mr. Bass responded to a call for emergency services at the scene of a school bus accident. At the scene of the accident, paramedics were administering aid to the occupants of the school bus and to the occupants of the other vehicle involved in the accident.
