This matter is before the court on plaintiffs' motion for this court to exercise its jurisdiction and reinstate the judgment entered on October 22, 1990. The Fourth Circuit Court of Appeals vacated that judgment and remanded to this court "with instructions to retain jurisdiction of the case pending the outcome of the state court proceedings." 945 F.2d 760, 765 (4th Cir. 1991)...
