This matter comes before the court on a petition for writ of habeas corpus filed pursuant to 28 U.S.C. § 2254. On December 14, 1988, petitioner, an inmate at the Lansing Correctional Facility, Lansing, Kansas, pled guilty to one count of indecent liberties with a child and two counts of aggravated sexual battery.
