These are sovereign immunity cases. While a patient in a hospital operated by the Board of Regents (the Board), Tyson was assaulted by another patient. She sued the Board in tort and in contract for its failure to provide adequate security; the Board raised the defense of sovereign immunity. See OCGA § 20-3-36.
