In Logan v. United States, 483 A.2d 664 (D.C.1984), the court was called upon to interpret D.C.Code § 16-2301(3)(A) (1989), which provides that a sixteen or seventeen-year-old juvenile who is charged with the crime of "assault with the intent to commit... murder" may, in the discretion of the United States Attorney, be prosecuted in the Criminal Division of the Superior Court as an adult defendant...
