This is an appeal by the Department of Transportation, Bureau of Driver Licensing (department), from an order of the Court of Common Pleas of Bucks County (trial court) sustaining the appeal of Margaret Anne Grass from the suspension of her operating privileges for failure to submit to chemical testing in compliance with Section 1547 of the Vehicle Code, 75 Pa.C.S. § 1547.
