OPINION

SHORT, Judge.

This matter arose from the 1985 study of the St. Paul Human Rights Department and the subsequent resignation of that department's director, Dr. Johannes K. Huyen. Huyen sued the city and commission member Andrew Driscoll, alleging seven statements in a report were defamatory and caused an intolerable work environment. A jury awarded Huyen $1.5 million for his defamation claim and $300,000 for his constructive discharge claim. Respondents...
