Otis Lyons appeals an order of the Court of Common Pleas of Allegheny County granting summary judgment in favor of the City of Pittsburgh (City) and denying his motion for summary judgment. We affirm.

In November of 1987, Lyons was elected to the Pittsburgh City Council. He was elected at large to a four-year term expiring at the end of 1991. Prior to 1987, all City Council members were elected at large under the provisions of the City's 1976...
